Production Risk Zones Policy

Part of Food Industry Hub’s FSQMS Policies and Procedures Suite.

The Production Risk Zones Policy forms part of the Food Industry Hub FSQMS Policies and Procedures Suite.

It establishes the governance principles for identifying, implementing and managing production risk zones according to product and process risk. The policy connects documented risk assessment, segregation, movement controls, hygiene and environmental controls, management accountability and change review within one zoning framework.

Its scope includes low-risk, high-risk, high-care and ambient high-care production areas where zoning is required because of product characteristics, process steps or identified food safety risks. Within that scope, the policy provides the governing position for personnel, processes, equipment and materials operating in those areas.

Define production zones through documented risk assessment

The policy requires production risk zones to be formally defined and documented on the basis of product and process risk, with the rationale for zoning decisions supported by food safety risk assessment.

That risk-based position governs how the organisation determines the zoning structure appropriate to its products and processes. It also requires facilities, equipment, personnel practices and hygiene controls to be suitable for the designated risk zone, while zoning requirements are clearly defined, communicated and consistently applied.

The policy therefore gives production zoning a documented governance basis rather than treating zone designation as a matter of layout convention alone.

Govern segregation, movement and zone integrity

Segregation is a central policy commitment. Layout, product flow and segregation arrangements are required to support zone integrity, with controls in place to prevent unintended movement of people, materials, equipment or waste between zones.

Cleaning, hygiene and environmental controls must be appropriate to the risk profile of each zone. Together with suitable facilities and equipment, these principles establish the conditions under which production zoning supports contamination control and the effective implementation of the site’s food safety plan and prerequisite programmes.

The policy sets this direction at governance level; the detailed operational controls are defined through the supporting procedures and work instructions that implement it.

Place accountability at the levels that govern and operate zoning

Senior management provides leadership and oversight for production risk zoning, makes the necessary human, financial and infrastructure resources available, approves zoning strategies and significant changes to production risk classifications, and reviews zoning effectiveness through management review and continual improvement activity.

Management and supervisory staff are responsible for implementing zoning requirements within their areas, maintaining compliance with movement and hygiene controls, addressing zoning risks or non-conformities and keeping controls effective during routine operations and change activities.

Employees are required to follow the zoning requirements relevant to their role and work area, including defined routes, hygiene controls and clothing requirements, and to report conditions or activities that could compromise zone integrity. This allocation connects governance with the behaviour and operational discipline needed to sustain the zoning system.

Keep zoning aligned with operational change

The policy requires zoning requirements to be reviewed when products, processes, equipment or the site risk profile change. Significant changes to production risk classifications remain subject to senior-management approval.

This gives change a defined place within zoning governance: the production risk structure is expected to remain aligned with the products, processes and risks actually present at the site rather than remain fixed after its initial designation.

Connect policy direction with the wider FSQMS

Production risk zoning operates in conjunction with the site’s Food Safety and Quality Management System and food safety plan. The policy is implemented through documented procedures and work instructions covering, where applicable, layout and segregation, personnel movement, hygiene controls, cleaning and sanitation, maintenance and change management.

Within the wider Suite, the policy provides the governance layer for those more detailed controls. Its role is to establish the risk-based zoning principles, accountability and system relationships that supporting procedures then put into operational effect.
